What would be the purpose of so many inter-connecting spokes between these wheels , we do not see them in modern day Powers ?

Can you read this warning stitched in cab of YP-2211...? An older version of warning board mounted in cab indicates the stop sig

Another loco YP-2211 beside the Wankaner Loco Shed. There is only half part of loco found. This loco is only in better position.
You can see these YP's from the BG main line platforms. I have seen these YP's getting painted somewhere in Feb 2009. Are these to be transported somewhere to get plinthed ?
