Or maybe that flat wagon is to shoot a stunt where a biker flies off over an LC and over the only flat wagon in the rake :-)

In these four wheeler oil tankers,there are two versions-one with screw coupling and the other with CBC.The Railways do not allow the direct coupling of these types of wagons.Instead a bogie wagon is marshalled between these two types of wagons to maintain stability.This bogie wagon has the two different types of couplings at its ends.

If so, Is'nt TKD part of N.R. Even geographically how is it under west central railway?? sorry but am ignorant of the north in detail:-)
