Dr. Mulky, you may want to have a look at this image (ex WDM 2C 14049) http://www.irfca.org/gallery/ShowcaseArchives/ShowcaseArchives-2/venadwreblt2Cjjose.jpg.html. No doubt this remarkably reassembles to a bill counter.

Thanks for the explanation Pawan. Having a closer look at 14049, I feel it resembles a wise owl with wide eyes set in a flat face.

@Dr Mulky - More than a bill counter (A device which counts bills/notes), I think the resemblance of 14049 in its old build (two flat windshield panes with one thin windshield strip in between the two) is being compared to a normal "payment center" which one may see at say a railway reservation / BSNL / water bill / electricity bill payment office. Here the typical look is a couple of transparent glass panels with grills over it and small "U" shaped cutouts at the bottom where money can be paid and the receipt/bill/ticket collected. The flat glass panels and the strip in between may have prompted someone in the past to liken 14049's looks to a "bill payment center" which over time transformed to a "electricity bill payment counter".
