Yes, BUILT by Parel Workshop! Parel Workshop indeed does build WDG-3A these days and they can be distinguished by the design of the cow-catcher!

Milind, we did not travel- for a mere Rs 3, we enjoyed the air-conditioned comforts in a totally empty coach for around 20 minutes while the train was stationary at BCT!

A wild guess - this livery looks quite similar to that of the coaches of Garib Rath.
Perhaps the South Railway is thinking of to deploy this loco to GR.

I am glad to see my favourite loco given a different paint job. It looks far better in this livery than the present looking GZB & AJJ WAP1 and equally gorgeous like the dark grey WAP1 Jawahar of the 80's and 90's.
