Is the guide in the hopper flipped.
If these are pre welded rails 4-5 wagons long they may be twisting and flipping over after being pushed out at the dispensing roaler, the head will be heavier than the flange.

Even I was not able to get the correct term, which was told by the supervisor here and later by Khalid, i.e., preblocking. It simply means the process of putting the new rails to the track sides. It is after this that the next procedure like fixing to sleepers and finally laying takes place.
