Yes, this is the newspaper cutting from the Times and the date of this article was the 20th June 1982.

Thats bureaucracy for you; people do things without even knowing what the hell they are doing. In this case someone was probably told to get a photo of a loco and he/she went and got the first one that they could. Interestingly, the rake behind the WAG-1 looks like a passenger rake. I suppose we should be grateful they didn't post a pic of a WAP-5 hauled LHB Rajdhani in a freight ad.
