This is an old steam crane and the water is used to raise the steam in the boiler of the crane.The chimney of the boiler is also visible behind.The steam pressure in the boiler is raised while the crane is proceeding to the accident site.

Very interesting picture - according to Hughes C-2 should be a CWD supplied in 1943. Perhaps the Canadian WPs were delivered with numbers starting with C-1 in error, and later renumbered starting at C-251
