This is the trolley system being used to ferry coal to the thermal power station at Khaperkheda from the nearby mines. It will soon be out of work when the mines are decommissioned and will be replaced by a new BG line going to a mine near Saoner. Koradi/Khaperkheda, October 2003. By Alok Patel.

True. Not too windy around here. The 'pan' over the road is indeed meant to catch any falling chunks of coal from the carriages.

Alok, what is the structure (like an overpass) over the road? Wonder if it is meant to 'catch' any debris falling on vehicles below.....any thoughts?

Well done Alok, with time this is going to be a Historical Photo. Neil, Nagpur is very warm & hot but never windy. No Whirlwind, Storms or Cyclones there.
